Because harlequin rasboras are genuinely small, soft-water schooling fish, tankmate selection should prioritize similarly-sized, similarly-calm species that share compatible water chemistry rather than simply "peaceful" fish in general, since a peaceful but much larger fish can still make a harlequin group nervous through sheer size and presence.
